TRANSPORT POLICY AS AN IMAGE FACTOR OF FOREIGN POLITICAL STRATEGY OF TURKMENISTAN

Abstract

The article outlines the main priorities of transport policy of modern Turkmenistan in the context of the formation of its positive image, socio-economic modernization of the Turkmen society and the president’s initiatives, with a view to progressive integration into the world transport system. A much number of important documents have been reviled. They are related to the development of Euro-Asian transport roads through the territory of Turkmenistan and the creation of a sustainable transport system. Turkmen government’s initiatives in the development of the leading areas of the economy, preparation of largescale projects with a view to enhancing international relations have been analyzed. It is proved that relations between Ukraine and Turkmenistan are friendly. There have been studied Turkmenistan initiative concerning establishment of an extensive transport transit network and logistics infrastructure of combined type in the following destinations: the East-West and North-South. In the future it will include transit transcontinental corridors leading up to the Caspian Sea region, the Black Sea, the Mediterranean Sea, and the Baltic Sea. Ukraine can use its well-developed port infrastructure and beneficial geographical location, to actively participate in this project. Also the author examines the problem of the development of the UNO Special Programme for Transport Development. This program involves the study of transit transport capacity between the Caspian and the Black Sea, Central Asia and the Middle East. The aim of the transport policy of Turkmenistan is a political and legal formalization of broad multilateral consensus for the subsequent creation of the transcontinental (Asia-Europe) transport transit corridor.
